The Highland Council v The School Closure Review Panel
Terra Firma public law specialist Scott Blair has just won the keenly awaited decision in The Highland Council v The School Closures Review Panel. Acting against Janys Scott QC, Scott secured success for the Panel. The case is the first appeal of a decision made by the Panel under the Schools (Consultation) (Scotland) Act 2010. Highland Council had decided to end primary and nursery school provision at three schools on Skye but Scott was successful in defending the findings of the Panel that the school closure consultation process carried out by the Council was flawed.
